Christchurchlib's review, "this could serve as a companion volume to Blindsight", is expressing its similarity in the most complimentary way possible.
Blindsight, Part II is more accurate--- same plot, and very similar characters (more neo-vampires). Still chock full of science ideas. Sometimes his dramatizations work, emotionally illustrate his ideas, but here... well, "overwrought" does capture the tone. I couldn't finish it.
Still, if you're a science buff, this author has more ideas, and vivid explanatory power, than a boxcar load of his competitors (he even offers a bibliography of sources).
In this particular case i think he should've repackaged his ideas into essay form.
